Georgian citizens without declarations — how to legally employ them in 2026?

What changed since 1 December 2025?

Since 1 December 2025, Georgia is no longer on the list of countries covered by the simplified declaration procedure. Previously Georgian citizens — alongside citizens of Ukraine, Belarus, Moldova and Armenia — could work based on a work entrustment declaration registered within days. After the November 2025 regulations, their employment requires a work permit or a residence and work permit.

Transition rules

Declarations obtained for Georgian citizens before 1 December 2025 remain valid — work based on them is legal until the end of the period indicated in the document. After that, a permit is required.

What should employers do?

Plan ahead: work permit proceedings take longer than declaration registration, and the application is filed electronically via praca.gov.pl (fee PLN 400). For workers whose declarations are expiring, it is worth starting the residence-and-work procedure via MOS right away.
